Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

The U.S. Army Corps of Engineers (USACE) intends to award a sole source Firm Fixed Price contract to the Construction Management Association of America (CMAA) for an organizational membership. This membership is intended to support professional development, standardized project delivery, and construction quality management initiatives across USACE programs. CMAA is identified as the sole organization capable of providing direct access to the Construction Management Standards of Practice and the Certified Construction Manager credentialing framework. The period of performance for this membership is one year. While this is intended as a sole source procurement, any firm capable of meeting the requirements may notify the Contracting Officer by September 21, 2026, to be evaluated for potential competition. Separately, under solicitation W912HQ26S0072, the USACE is seeking quotes for a small business set-aside project to install a second-level storage cage system in the warehouse mezzanine of Building 3245 at Fort Belvoir, Virginia. Program Support for the Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP)
Solicitation # W912HQ26RA001_0003
Solicitation W912HQ26RA001 is for program support services to the Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) under the Department of Defense. The objective is to assist in developing and demonstrating technologies that meet environmental and energy requirements through reports, studies, document reviews, program tracking via the System for Environmental Management (SEMS), and multi-media outreach. The contract structure consists of a one-year base period and four one-year option periods, utilizing fixed, fully loaded rates for labor. Performance is primarily conducted at the contractor's facility, with occasional travel required. Award will be based on a subjective tradeoff of the best value proposal, where non-price factors are significantly more important than price. Key evaluation criteria include technical understanding and approach, personnel experience for key roles such as the Project Manager and IT Specialist, past performance, and small business participation. Offerors must submit a five-volume proposal in PDF format, adhering to strict page limits and submission guidelines. This specific amendment updates the period of performance and incorporates new clauses from the Revolutionary FAR Overhaul while removing inapplicable commercial service clauses. Offerors must acknowledge receipt of this amendment by October 28, 2026.
