Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO)
Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.

Synopsis: Sources Sought The National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is the research arm of NOAA Fisheries in the region. The Center plans, develops, and manages a multidisciplinary program of basic and applied research. The development of offshore wind areas (OWAs) in the mid-Atlantic and Gulf of Maine regions of the US continental shelf may significantly impact the ability of the NEFSC to collect data in these areas that are used for fisheries assessments and ecosystem monitoring. Mitigating this impact will require the use of novel sampling and monitoring methods in the OWAs. This requirement will support fisheries-independent surveys that provide required data for fisheries assessments and ecosystem monitoring by developing alternative methods to collect fisheries-independent data. This project specifically evaluates the use of an oceanic, autonomous surface vehicle (uncrewed surface vehicle, USV) for collecting data and implementing those data into fisheries management and ecosystem monitoring. In this request, we solicit 20 days of survey time that will be conducted in an existing offshore wind area (the Block Island Wind Farm) and in a wind area that is proposed and/or under construction. Survey time is defined as 24-hour, over-the-horizon operations. The contractor shall be responsible for all logistical components of conducting 20 days of survey with a USV in multiple offshore wind areas. These components include: Provide documentation of survey logistics, overview of project supervision, and data collection. Custom design, integration, and testing of scientific instruments Mobilization and demobilization of the USV in Woods Hole, MA Operations during 20 days of survey (24-hour, over-the-horizon operations) see Attachment A for Capability Requirements Data transfer to NEFSC INFORMATION REQUESTED: The Government is requesting that all interested vendors provide information regarding their experience and capability to provide a qualified crew and eligible vessel. A vessel data sheet or the attached Trawl Vessel Characteristic Form may be submitted to address the minimum requirements. NOAA may utilize the responses to this Sources Sought to conduct additional market research. Information obtained from this Sources Sought, and the subsequent communication with the vendors, if any, may be utilized to assist NOAA in developing a formal Request for Proposal (RFP) or Request for Quote (RFQ). In addition to addressing technical capabilities, responses must include the following: Name and address of firm Size of business (e.g. small, small disadvantaged business, woman owned, etc.) Average annual revenue for the past 3 years and number of employees Ownership Number of years in business Affiliate information Parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime contractor) Point of contact - address and phone number SUBMITTAL REQUIREMENTS: Telephone responses are NOT solicited and will not be accepted. No solicitation exists at this time. This synopsis is not to be construed as a commitment by the Government to award a contract, nor will the Government pay for the solicited information. Please submit your response to the attention of the Contracting Specialist, Ms. Amanda Rossiter (contact@example.gov) no later than June 30, 2023 at 10:00 a.m., Eastern Time. Each response shall be no more than 15 single-sided, single-spaced pages (excluding the cover page), and each page shall be separately numbered, and shall be in .pdf format. (End of Document)
