UNCW Records Management System & Computer Aided Dispatch

The University of North Carolina at Wilmington (UNCW) is soliciting proposals for a fully integrated, cloud-based Computer Aided Dispatch (CAD) and Records Management System (RMS) to replace its current field reporting and mobile CAD systems. The objective is to acquire a solution that provides real-time, bi-directional synchronization to minimize duplicate data entry. Key technical requirements include support for FBI National Incident-Based Reporting System (NIBRS) standards, North Carolina State Bureau of Investigation (SBI) and Administrative Office of the Courts (AOC) reporting, and Clery Act compliance. The university is also interested in AI-assisted features for transcription, report preparation, and narrative summarization. Additionally, the system must support mobile barcode scanning for evidence and property transactions and ensure data encryption both in transit and at rest. The contract will be awarded based on a one-step evaluation focusing on technical capability (65%), price (30%), and the acceptance of UNCW terms and conditions without edits (5%). The initial term of the contract is three years, with the state holding the option to renew for two additional one-year terms. Vendors must be registered in good standing with the state of North Carolina and provide firm-fixed pricing for software subscriptions, maintenance, and training. Proposals are due by October 27, 2026, via the electronic Vendor Portal. Invoicing is required monthly, and final acceptance of the system is conditioned upon the completion of all applicable assessment procedures and approval by the University Contract Administrator.
