Underground Storage Tank (UST) Closure and UST Removal

The project involves the closure and removal of two underground storage tanks at Asilomar State Beach and Conference Grounds in Carmel-by-the-Sea, California, to prevent environmental contamination. The UST located in the courtyard of the Stuck-up Inn will be closed in place by assessing for residual liquids using a non-sparking hand tool; if liquid is found, it will be vacuumed out and the tank will be filled with concrete slurry to render it inert, followed by capping with native soil and soil sampling around the perimeter. If no liquids are present, the tank and connected piping will be fully excavated and disposed of properly. The second UST adjacent to the Chapel will be completely removed using a vacuum truck to extract any remaining contents and a backhoe to excavate a 12-foot by 4-foot by 5-foot area around the tank. All stained or visibly contaminated soil and associated piping will be removed, stockpiled in lined roll-off bins or drums, sampled for proper disposal, and handled according to hazardous waste regulations. The work is designed to comply with California’s Categorical Exemption Class 30, Section 15330, which applies to minor hazardous substance cleanup actions costing $1 million or less.
