The Tennessee Army National Guard intends to award a sole source purchase order to Host Communications, Incorporated, located in Lexington, Kentucky, for an advertising media package focused on marketing during the University of Tennessee’s 2007 football and basketball seasons. This procurement, valued at up to $85,000, will support advertising efforts aimed at recruiting efforts by promoting the Tennessee Army National Guard at home games. The company is already under contract with the University of Tennessee for marketing activities during this period, making them the only viable and responsible source to fulfill this unique requirement. The contract will allow TNARNG representatives to set up game day displays to educate spectators about recruitment opportunities. This acquisition is being conducted under the Federal Acquisition Regulation’s provisions for other than full and open competition, specifically citing that Host Communications is the only company capable of providing the necessary advertising package within the East Tennessee region, based on market research. The University of Tennessee, being the largest collegiate football and basketball team in the area, offers the targeted demographic exposure required by the Tennessee Army National Guard. Efforts to identify additional competitive sources proved unsuccessful, and the pricing for this media package has been determined fair and reasonable when compared to similar advertising efforts. All inquiries must be submitted in writing by a set deadline, and responses must demonstrate clear advantages to competition for future procurements.
