The University of Calgary (“the University”) is a publicly funded post‑secondary institution operating within a complex governance, regulatory, and stakeholder environment. The University’s Supply Chain Management (“SCM”) function supports a diverse portfolio of academic, research, operational, and capital initiatives, and must balance service delivery, regulatory compliance, stewardship of public funds, and value for money. Procurement and contracting activities at the University operate within a center led environment, involving academic units, administrative departments, Finance, Legal Services, and SCM. These activities are subject to applicable legislation, trade agreements (including but not limited to the Canadian Free Trade Agreement, CETA, and other applicable agreements), internal policies, and delegated approval authorities. The University’s SCM organization seeks to undertake an end‑to‑end review of its project intake‑to‑contract procurement lifecycle to better understand current state performance, identify pain points and inefficiencies, and develop practical, implementable improvements that are sustainable within a public‑sector and university context. Purpose and Objectives The University’s SCM organization is seeking a Proponent to provide expertise to analyze, redesign, and optimize procurement’s end-to-end project intake-to-contract lifecycle, including: Current State, Pain Point, and Root Cause Analysis: Document and validate end-to-end “as-is” processes and identify inefficiencies, risks, and failure points, with quantified impacts (e.g., cycle time, cost, control gaps, service levels) where feasible. Future State Design and Governance: Develop optimized “to-be” processes aligned to SCM objectives, governance requirements, and policy constraints, including defined standards, controls, escalation points, and clear RACI-aligned accountabilities. Implementation Roadmap: Deliver a phased, sequenced implementation plan outlining quick wins, dependencies, resourcing impacts, risks, mitigations, and decision gates. Implementation Execution and Support: Implement approved future state processes (including build, configuration, and operationalization), develop required artefacts (e.g., SOPs, workflows, templates), and lead hands-on transition activities (workshops, pilots, rollouts, refinements). Stabilization and Knowledge Transfer: Address implementation issues, support post-implementation stabilization to ensure intended performance, and transfer knowledge to enable sustained operation. The Proponent will work directly with the UCalgary SCM team, other retained Consultant(s) (if any) and applicable suppliers in providing the Services required in this Project.
