Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Request for Proposal (RFP) - Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs)
Solicitation # FA240126R0003
The Space Development Agency is soliciting proposals under solicitation FA240126R0003 for the Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs) effort. This IDIQ contract, which has a ceiling of 369 million dollars, covers the detailed design, civil engineering, procurement, installation, integration, and maintenance of GEP sites at multiple globally dispersed locations. The scope of work specifically includes the delivery of communications shelters, RF antennas and electronics, optical terminals and electronics, networking equipment, and software, as well as the development of Test Ground Support Equipment and Auxiliary Development Units. The acquisition utilizes a best-value tradeoff source selection process where technical, management, and past performance factors are significantly more important than price. Proposals are due by 4:00 PM Eastern Time on November 23, 2026, and must be submitted in seven volumes via the DoD Secure Access File Exchange. The contract structure includes a base period from March 31, 2027, to March 30, 2028, with an option period extending to March 30, 2029, and an overall ordering period through September 30, 2031. Pricing is a mix of Firm-Fixed-Price for labor and materials and Cost-Reimbursable for other direct costs and travel. Key compliance requirements include adherence to CMMC Level requirements, safeguarding of covered defense information per DFARS 252.204-7012, and a minimum small business participation requirement of 5 percent for large business offerors. Contractors must also implement unique item identification based on MIL-STD-130 and follow MIL-STD-129 for shipment and storage labeling. All invoicing and payment processing will be conducted through the Wide Area WorkFlow system.

Pioneering Aerospace Capabilities, Engineering and Research
Solicitation # FA2391-23-S-2403
The Pioneering Aerospace Capabilities, Engineering and Research (PACER) program, under solicitation FA2391-23-S-2403, is a comprehensive Broad Agency Announcement issued by the Air Force Research Laboratory (AFRL) Aerospace Systems Directorate. This open, two-step solicitation is designed to fund research and development efforts that mature novel aerospace concepts and technologies to appropriate technology readiness levels, specifically targeting transformative capabilities for the warfighter. The program encompasses a wide array of specialized calls, including efforts for hypersonic weapon concepts (HAMWC), automated air-to-air refueling (CRONUS), advanced propulsion and power systems (SNAPP, AEPO, MSIPPT, HITEMP, INNATE), and multidisciplinary design and structures (MASTR, VOLARE, CC DROIDS). The acquisition process typically involves an initial white paper submission followed by full proposals from selected offerors, though some calls utilize a one-step process. Awards may take the form of contracts or assistance instruments, with anticipated types including Cost Plus Fixed Fee (CPFF), Firm-Fixed-Price (FFP), and IDIQ task orders. Due to the sensitive nature of the research, strict security protocols are enforced, requiring offerors to comply with AFRLI 61-113 for Science and Technology Protection and meet CMMC Level 2 and NIST SP 800-171 standards to access Controlled Unclassified Information (CUI). Proposals are evaluated based on the uniqueness and innovation of the approach, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary substantial factor.

Project Description: Unmanned Radiation Measurements Robust measurements of neutron and gamma radiation is necessary to analyze radiation exposure to the Navy and public. Radiation measurements are performed at the pier and up to 30 feet above the water level and underwater close to the ship. Innovative unmanned platforms using robotic technologies to make these radiation measurements is desirable for the future of the Naval Nuclear Propulsion Program. NNL requests submissions of unmanned aircraft systems (UAS), unmanned underwater vehicles (UUV), and other remotely operated vehicle (ROV) technologies for external radiation measurements. All proposals should address how well they meet the requirements and identify any technological gaps. Proposals should identify how the technology will fulfill the overall objective. Required characteristics include: - Ability to navigate and maneuver to a specific location - Ability to hover or remain stationary in one location - Continuous operation with minimal interruption (target 24 hours, at least 8 hours) - Transmission of real-time measurement data - Built-in data encryption options - Operable in extremely hot and freezing ambient temperatures as defined by the National Weather Service - Operable in salt-water environments - Ability to take measurements near structures (target at least 3 feet) - Affordable maintenance - Product support for at least 10 years - Robust, does not break when bumped gently - For UAS, adhere to DFARS 252.225-7972 Prohibition on the Procurement of Foreign-Made Unmanned Aircraft Systems Additional required detector characteristics include: - Gamma detector o Minimum Range (0.01 - 1000 mrem/h); Minimum readability (0.01 mrem/h) o Minimal energy response difference between 0.662 and 7 MeV.
