The City of Farmington, New Mexico, has issued a notice of intent to establish a sole source contract for annual maintenance of the API OptiView Document Imaging System, with Upland/Advanced Processing and Imaging as the exclusive provider. The maintenance service, valued at approximately $44,888.60 annually, is essential for the ongoing operation, support, and upgrades of the software, ensuring the City can access technical support and software updates, including newer versions. The sole source determination is based on the proprietary nature of the services, which require specialized capabilities only available from the designated vendor. To maintain transparency and fairness, the City has invited other qualified vendors to submit evidence demonstrating the availability of similar services from alternative sources by June 6, 2024, before finalizing the award. If multiple sources are found capable, the City may opt for a competitive solicitation process. The contract is part of the City’s broader procurement activities, which include various solicitations such as requests for proposals, construction bids, and cooperative purchasing agreements. The procurement process emphasizes adherence to established procedures, transparency, and equal opportunity for vendors to demonstrate their capabilities. The document also provides contact information for the procurement officer, details about the vendor’s location in Austin, Texas, and references to related procurement activities, highlighting the City’s comprehensive approach to managing its procurement needs across different projects and services.
