The United States Agency for International Development is soliciting proposals for warehouse and logistics services under Indefinite Quantity Contracts to support the Title II Food Aid Pre-position program. The selected contractors will be responsible for storing packaged agricultural products intended for humanitarian emergency responses across five specified global regions. These services ensure that critical food aid is strategically positioned and available for rapid deployment. Under the terms of the agreement, contractors must provide warehouse space upon request with a 30-day notice period, although they are not required to maintain open space when it is not actively needed by the program. Individual contracts will be established for each of the five regions, and services at specific locations will continue until USAID formally requests their cessation. This procurement is managed by the USAID Office of Acquisition, Technology, and Compliance.

The United States Government, represented by the United States Agency for International Development (USAID), issues this solicitation (Request for Proposal) for warehouse and logistics services under Indefinite Quantity Contracts (IQC). The purpose of this RFP is to obtain warehouse services for USAID Title II Food Aid Pre-position program commodities. Such commodities will consist of packaged agricultural products to be used to respond to humanitarian emergencies in various regions around the world. This RFP seeks proposals for warehouse and logistics services at locations within each of the five regions specified in the RFP. Contractor will be required to provide warehouse space at the offered warehouse locations upon request by USAID. However, contractor need not maintain open warehouse space when not required by the USAID food aid program. Contractor will be required to have warehouse space available in the proposed warehouse locations at the request of USAID with 30-day notice. Warehouses will be maintained on behalf of USAID for a required period of time. At the end of the required time period, USAID will request that the warehouse(s) services cease at that location. Individual IQC contracts will be written for the five regions.
