The U.S. Bureau of Reclamation, in coordination with the U.S. Army Corps of Engineers Caribbean District, is conducting an industry outreach initiative for the Patillas Dam Seismic Retrofit Project under solicitation number W51DQV26Z1BJA, which is classified as a special notice and not a formal solicitation. The project aims to advance preparation for future construction procurement by engaging engineering firms, contractors, and technical specialists through a two-day event held June 11–12, 2026, in San Juan, Puerto Rico. Activities included a design update presentation and Q&A session at the USACE Caribbean District offices, followed by a guided site visit to Patillas Dam on June 12, with additional virtual one-on-one sessions offered afterward. Industry participants were encouraged to RSVP and attend vendor collaboration sessions following the presentation. Amended updates provided supplementary materials such as draft drawings, industry outreach questions, attendance lists, and an industry presentation, and later added extended meeting windows in July and August 2026 for one-on-one sessions in Atlantic Standard Time, scheduled on a first-come, first-served basis. The project’s scope involves seismic retrofitting of the Patillas Dam with key deliverables including construction of a 600,000 cubic yard zoned earthfill berm, extension of the outlet works conduit, installation of a 54-inch concrete-encased steel conduit with a 36-inch bifurcation, reconstruction of a 330-foot horseshoe tunnel using CLSM backfill, dredging and dewatering of a 35-foot trench, installation of advanced instrumentation like piezometers and inclinometers, and demolition and reconstruction of downstream facilities using commercially sourced materials from nearby quarries. While the notice confirms the NAICS code 237990 and identifies the place of performance as San Juan, Puerto Rico, it explicitly states that no funds are currently available and that this effort is strictly preparatory, serving as a pre-solicitation engagement without offer or bid obligations. Point of contact for inquiries and RSVPs is provided through USACE representatives Angel J. Martinez and M. Renee Booth, with a response deadline of August 8, 2026, for any follow-up engagement.
