AI Contract Overview
This contract involves providing technical services for the inspection, troubleshooting, and repair of the Woodward MicroNet NT CPU (PN 5466-409) installed on the USCGC Bertholf’s main gas turbine. The contract is prompted by recurring system alarms and hardware faults affecting turbine operation, specifically a Micronet System Faulty alarm and an Engine Control System hardware fault that prevents certain maintenance procedures. The contractor is tasked with dispatching a Field Service Engineer for two site visits—each involving multiple ten-hour days—to first inspect and troubleshoot the existing CPU, then upgrade it to a MicroNet Plus CPU (PN 5466-1035) including uploading compatible software. Key deliverables include providing all necessary technical and proprietary data, delivering the new CPU to the Bertholf’s Alameda, CA address, and performing the upgrade and system reset to restore functionality. The initial visit is scheduled for February 21-22, 2026, in San Juan, Puerto Rico, with a second visit pending part availability. The contract also requires timely submission of a field report within five working days after the visits. Points of contact are provided for coordination, along with an estimated six-week lead time for delivery of the replacement CPU. This effort is classified as a Partial Small Business Set-Aside under NAICS code 336611 and managed by the Department of Homeland Security’s SFLC Procurement Branch.

TECHNICAL SERVICES TO REPAIR WOODWARD MicroNet NT CPU (PN 5466-409)
Background. CGC BERTHOLF is usable to start the Main Gas Turbine. While steaming at HP7 on the GT, a Micronet System Faulty (PV131047) alarm appeared on MCS-5 as well as a Hardware Chassis A Fan Fault on the GT Woodward panel. GT operation was not hindered. After securing the GT, MCMS alarmed with a GT Engine Control System (ECS) hardware fault prohibiting water wash from being completed. SF installed three new fans above the Micronet CPU and I/O cards and conducted a reset of the system IAW Woodward Operating Instructions from B91358OI.C with positive results. Again, while steaming in GT mode at HP5 the same sequence of alarms populated. After performing a CPU reset the ECS hardware fault did not clear and the GT is currently unable to start or motor. SF identified ECS alarm code to be "TRBL 20" in TP B91358OI.C, but no further troubleshooting steps are annotated in the manual. Request Woodward tech for CPU inspection and troubleshooting.
