All items must be delivered F.O.B. Destination to 1050 Register Rd, North Charleston, SC 29405 no later than September 1, 2026. This acquisition is a 100% total small business set-aside under NAICS code 333415, with the small business size standard set at 1,250 employees, and product service code 4130 applies. Offerors must demonstrate technical acceptability by supplying parts that fully meet the specifications in the Statement of Work, and must provide detailed descriptive information such as manufacturer data, part numbers, and specifications to prove compliance. Past performance will be assessed as either acceptable or unacceptable, with neutral ratings acceptable if no relevant history exists. All quotations must be submitted electronically via email by July 20, 2026, and must be all-inclusive, covering every conceivable cost including manufacturing, packaging, handling, shipping, duties, tariffs, and incidental fees. Conditional pricing, price adjustments, or escalation clauses are prohibited and will render offers nonresponsive. The Government intends to award without discussions, so offerors must submit their most competitive and complete proposal initially. Any proposed subcontractors involved in manufacturing, sourcing, assembly, or fulfillment must be fully disclosed with their name, address, UEI, and a summary of relevant experience and past performance, as the government will evaluate both prime and subcontractor qualifications. Offers must be clear, complete, and accurately reflect compliance with all requirements; failure to supply correct items or inability to perform after award may lead to contract termination. Questions must be submitted via email only, with no telephone inquiries accepted.

The Government intends to evaluate offers and award a contract to the responsible offeror whose technically acceptable quotation represents the lowest price. To establish technical acceptability, the offered supplies must meet all specifications in the attached Statement of Work. Past performance will also be evaluated on an acceptable or unacceptable basis. To be eligible for award, the offeror must receive a past performance rating of acceptable or neutral, with neutral indicating no relevant performance history, based on government records.
Offerors shall identify any subcontractors proposed to perform major or critical aspects of the requirement, including but not limited to manufacturing, sourcing, assembly, or fulfillment of the contract. For each such subcontractor, the offeror shall provide the subcontractor’s name, address, UEI, and a brief summary of relevant experience and past performance. The Government will evaluate qualifications and past performance of the prime offeror and any identified subcontractors as part of the overall evaluation of the offeror’s ability to successfully perform the requirement.
Offerors are encouraged to submit sufficient descriptive information to demonstrate that the offered supplies meet the requirements of the solicitation. This may include product descriptions, specifications, part numbers, manufacturer information, or other documentation necessary to establish technical acceptability. Offerors are responsible for ensuring that the items offered are correct, complete, and compatible with the Government’s requirements. The Government may consider the offeror’s demonstrated understanding of the requirements and ability to reliably source and deliver the required items as part of the evaluation of technical acceptability. Failure to provide correct items or inability to fulfill the requirement after award may render the offeror ineligible for award or subject to termination.
Submit offers electronically via email to the points of contact identified in this notice. The Government does not prescribe a specific quotation format. Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Submissions must be complete, clear, and presented in a format that allows effective evaluation by the Government. Submit all questions via email to the points of contact identified in this notice. The Government will not accept telephone inquiries.
Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the supplies, including but not limited to manufacturing, packaging, handling, transportation, duties, tariffs, fees, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
The Statement of Work and the list of applicable FAR provisions and clauses are attached to this notice.
