The Coast Guard is planning to replace the steering control system on CGC HEALY located in Seattle, Washington. The existing steering control system is configured such that rudder angle is controlled from the following helm locations: Main bridge station, (4) secondary conning stations and the steering gear room steering console. The control system is a combination of electrical and hydraulic equipment with analog backup methods as a redundant fail-safe solution. All system components and sub-systems (e.g. Rudder Servo Amplifier, Rudder Repeat Back, Rudder Angle Transmitter, and Steering Failure Alarm Panel) shall be replaced with a commercial of the shelf (COTS) in-kind or upgraded technical solution to prevent loss of capabilities. The replacement system must interface with existing auxiliary and navigation systems as defined in the Statement of Work, Coast Guard technical manuals, electrical schematics and drawings. No proprietary information of the incumbent steering control system will be provided except for the interfacing systems such as electro-hydraulic steering gear and navigation system communications protocols. Technical solutions for replacement steering control system must meet the design and safety requirements of 46 Code of Federal Regulations (CFR) Subparts 58, 111, and 113; the International Maritime Organization (IMO) Safety of Life at Sea (SOLAS); and the American Bureau of Shipping (ABS). The Vendor shall supply Provisioning Technical Data (PTD) that includes certified technical manuals and drawings describing the steering system control system to the United States Coast Guard (USCG) with sufficient information to produce installation drawings. The Vendor shall also supply Engineering Data for Provisioning (EDFP) on the system and components concurrent with the delivery of the equipment to allow the USCG to produce maintenance procedure cards (MPCs) and other logistical support documentation. Engineering data shall also include the PLC code (where applicable) for operation of the system. The Vendor shall provide on-site technical support for training, system testing, commissioning, and certification. The Vendor shall provide maintenance parts lists and a recommended onboard repair parts (OBRP) list for all components.
