The U.S. Coast Guard Surface Force Logistics Center in Norfolk, VA, is conducting market research to identify contractors capable of performing dry dock repairs on the USCGC MOBILE BAY (WTGB 103) and an associated 120-foot barge, both homeported in Sturgeon Bay, Wisconsin, with geographic restrictions to the Great Lakes area. This Sources Sought Notice is not a solicitation but an information gathering effort to assess the availability of qualified sources, the suitability of commercial items, and industry practices. The required work encompasses extensive underwater hull inspections and repairs, ultrasonic testing, preservation, cleaning, overhaul and reinstallation of propulsion systems, renewal of various hull fittings, tanks, and exhaust piping, testing and servicing electrical components, and other maintenance and preservation tasks critical to restoring and maintaining vessel readiness. The anticipated period of performance is roughly 50 calendar days beginning in mid-May 2015. Interested companies must provide detailed capability and past performance information, including evidence of experience with similar maritime vessel repairs, business size classification under NAICS code 336611 (Ship Building and Repairing), and documentation on small business status where applicable. Responses should include a commitment statement to submit a proposal if solicited and demonstrate any joint venture past performance if applicable. The Government emphasizes that this notice does not obligate award and reserves rights to use the gathered information as deemed appropriate. Responses are due by November 18, 2014, and companies are urged to register in the federal System for Award Management (SAM) to participate. This effort serves to shape future contracting opportunities and inform potential competitive and set-aside determinations.
