Solicitation # 1232SA26Q1215
The USDA Agricultural Research Service is soliciting a single professional-grade agricultural drone system under solicitation number 1232SA26Q1215, issued as a combined synopsis/solicitation under FAR Part 12 for commercial items. The requirement is strictly set aside as a total small business contracting opportunity under NAICS code 336411 with a size standard of 1,500 employees, and all offerors must be registered in SAM and provide required representations regarding compliance with federal anti-discrimination laws, prohibition on inverted domestic corporations, delinquent tax liabilities, and security exclusions. Key technical specifications include a minimum lift capacity of 250 lbs, onboard tank capacity of at least 30 gallons for liquids or 50 gallons for solids (with an update reducing the maximum tank spreader system capacity from 50 to 45 gallons), application rates of up to 150 acres per hour at 2 GPA for liquids and 250 acres per hour at 20 lbs/acre for solids, a minimum 50-foot swath width, and a true 360-degree millimeter-wave radar obstacle avoidance system. Only the lowest priced offer that clears the technical and performance thresholds will be considered for award. Compliance with stringent contract clauses is mandatory, including prohibitions on internal confidentiality agreements, whistleblower protections, anti-trafficking requirements, accelerated payments to small business subcontractors, and security exclusions. Additional contract-specific conditions under AGAR prohibit binding supplier terms unless explicitly authorized on a USDA form, ban automatic renewals of licenses or services without written government consent, and require strict adherence to federal anti-discrimination laws
