USMCFP SPRINGFIELD MEDICAL WASTE DISPOSAL: STATEMENT OF WORK
Subject
The Federal Bureau of Prisons intends to make a single award to a responsible entity for the provision of Medical Waste Disposal for USMCFP Springfield. Medical Waste Disposal services shall only be used for medical hazardous waste that cannot be disposed of with garbage removed by the standard trash service. This contract is for Medical Waste Disposal that will need to be provided every Monday, Wednesday, and Friday throughout the contract.
Place of Performance
Services for Medical Waste Disposal will be performed at the address 1900 W Sunshine St. Springfield, Missouri 65807. There is a commercial entrance off Sunshine Steet to access the property. The driver will proceed to the talk box and receive directions from the officer. There is a small structure that houses medical waste.
Period of Performance
USMCFP Springfield is soliciting for a 12-month period of performance to start date of award and end 12 months after date of award with a 6-month option to extend to 18 months after date of original award.
Schedule
The contractor shall pick up Mondays, Wednesdays, and Fridays for the duration of the contract. Any deviation from this schedule will be mutually agreed upon by the Contractor and the Government. There will be no pickups on federal holidays. Pickups scheduled for federal holidays will be rescheduled for the next business day.
Note: Three pickups will be required each week per policy. The time of pick up will be from 7:30 am to 10:30 am or 11:30 am to 2:30 pm.

Description of Duties
The objective of this contract is to provide Medical Waste Disposal for USMCFP Springfield. The contractor shall be responsible for, but is not limited to, the following:
- The contractor shall be responsible for the collection, removal, and disposal of infectious medical waste. These duties must be in accordance with all Federal, State, City ordinances, laws, and regulations.
- Containers to furnish will be red, reusable plastic tubs with lid with overall dimensions of not to exceed (24x24x24 inches).
- Preferably 31 Gallon in size tubs.
- Tub liners and tape will be furnished by the contractor and appropriately supplied with each pickup.
- The contractor will leave an appropriate number of tubs and lids to exchange upon request. This includes providing properly sanitized tubs and lids.
- The contractor holder will determine an appropriate quantity of tubs to have on hand.
- On average 8 full tubs will be picked up Monday’s and Wednesday’s. Fridays will average 16-20 full tubs.
- The estimated medical waste to be removed is 85,000 lbs per year.
- Only the actual weight of waste collected will be billed.
- Disposal charge does not include the weight of the reusable tubs or lids.
- Electronic manifest is preferred
- Each Invoice will contain: Date of pickup, number of pickups, total weight of waste picked up, pricing according to the contract mirroring the line items on the contract.
Point of Contact
Contractor shall provide a Point of Contact (POC) who shall be responsible for the delivery of the services under this contract. The POC shall have the full authority to act on behalf of the contractor on all matters relating to the daily operation of the contracted services. The contractor shall designate this individual, in writing, to the Contracting Officer (CO) prior to contract start date. An alternate may be designated; however, the contractor must identify those times when the alternate shall be the primary POC.
English Language Requirements
The contractor performing the services under this contractual agreement shall have the ability to read, understand, fluently speak and legibly write in the English language.
Government Quality Assurance
The Government reserves the right to inspect and evaluate all services provided during the performance under this contract. All observations will be documented by the designated Contracting Officer’s Representative (COR).
When an observation indicates defective performance, the Contracting Officer, along with the support of the COR, may issue a Discrepancy Report to the contractor. The contractor shall address any Discrepancy Report in writing to the COR and the Contracting Officer, within ten (10) calendar days of notification indicating any corrective action to be taken to rectify the deficiency.
