This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


The Solicitation number is 6923G226Q000005 and is issued as a Request for Quotation (RFQ) for the United States Merchant Marine Academy (USMMA) commencement activities support. The combined synopsis/solicitation will result in a firm, fixed-price Purchase Order (PO)/contract.


The USMMA is seeking a qualified and experienced contractor to provide labor, parts, material, transportation, tools, equipment and supervision to provide Graduation Event Setup and Teardown for all scheduled activities. In addition, the contractor shall deliver: Approximately 2,100 folding plastic chairs, two (2) tents (50ftx80ft & 30ftx30ft), one (1) 10ftx10ft tent, forty (40) 8-foot tables, ten (10) 6-foot tables, twelve (12) 60-inch round tables with umbrellas, 40 feet deep by 56 feet 2-tier Stage, four (4) rectangular tables. In addition, to providing lighting, power & media items with two (2) elevated camera platforms. To include all other commencement support (i.e. audio/video, display and staging items) in accordance with the Statement of Work (SOW).


This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible small business sources may submit a response which, if timely received, will be considered by the agency.


The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 for Other Commercial and Industrial Machinery and Equipment Rental and Leasing with dollar threshold below $40 Million. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside which applies to this solicitation).


All questions are due at 12PM Eastern Standard Time (EST) on April 17th or 48-hours after the last site-visit date, tentatively scheduled for 4/15/2026 at 10AM-EST. Quotation deadline are due by April 29 2026 at 3PM-EST via electronic mail (e-mail). All quotes will be evaluated based on cost as the lowest price, technically acceptable (LPTA). The Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the quoter meets the requirements described in the SOW and past performance of similar size, scope and complexity.
