AI Contract Overview
The USMMA is seeking a subscription to the Knovel 35/AI Enhanced e-book database collection for the base period of June 1, 2026, through May 31, 2027, with four additional one-year option periods, all web-based and requiring no software installation. This subscription provides specialized engineering, math, and science e-books with focused modules in Fire Protection, Industrial Engineering, Manufacturing, Welding, Optics and Photonics, and Safety and Industrial Hygiene, directly supporting the Marine Engineering curriculum. The procurement is a total small business set-aside under FAR 19.5, limited to small business concerns with a NAICS code of 513120, and all respondents must maintain an active SAM.gov registration to be eligible for award. Offers must be submitted via email by May 7, 2026, at 2:30 PM, in the form of a 1- to 2-page document that clearly itemizes pricing for the base year and all four option years. The contract is structured as fixed-price, with payment governed by FAR clauses including prompt payment, electronic funds transfer, and availability of funds, and all payment requests must be submitted electronically through the DOT’s DELPHI/iSupplier system via login.gov. Inspection and acceptance occur at the place of performance in Kings Point, New York, and contractors must comply with multiple government-mandated provisions, including personal identity verification, service labor standards, anti-trafficking requirements, and certification of compliance with Executive Order 14173 regarding non-discrimination. Additional TAR deviations impose requirements on contractor personnel access, strikes affecting facility access, accident reporting, risk indemnities, and electronic payment submission procedures, while also authorizing alternate payment processes under the contracting officer’s discretion. Although no formal technical evaluation criteria are published, the structure of the solicitation, reliance on commercial item clauses, and focus on pricing submissions indicate selection will be based on the lowest price technically acceptable model.
