USNS Voyage Repair AvailabilityThis contract solicitation, identified as N6817126QN054, is for a voyage repair of a USNS vessel to be performed in Taranto, Italy, with a firm fixed price arrangement covering all Category A work items listed in Attachment J-1 and detailed in the Work Specification Package (J-2). The period of performance is strictly defined from September 15 to September 27, 2026, and the solicitation requires submission of technical and pricing proposals by July 13, 2026, at 1:00 PM Central European Time via email to the designated contracting officers. The NAICS code 336611 applies, and there is no small business set-aside. Proposals are evaluated through a pass/fail technical capability gate; failure to meet acceptable technical standards disqualifies the offer regardless of price. Only offers passing this gate will proceed to price evaluation, with award potentially based on lowest price technically acceptable criteria under FAR 13.106. The contract is governed by a comprehensive set of FAR and DFARS clauses including provisions on cybersecurity, whistleblower protections, contractor record access, and overseas governing law. The contractor must comply with rigorous quality assurance requirements including a government-approved QA plan, detailed test and inspection records updated within 24 hours, and scheduled key inspection events submitted within two weeks of award. All work must adhere to General Technical Requirements and specific work item instructions, with work items taking precedence over drawings in case of conflict. The contractor is responsible for regulatory compliance costs, safety protocols including lock-out/tag-out procedures and explosion-proof lighting, and coordination of ABS and USCG inspections, though the government covers the cost of ABS ship surveys. Electronic invoicing via WAWF is mandatory, with designated DoDAACs for payment processing, and the contractor must safeguard government-furnished material and repair or replace any damaged equipment at their own expense. Offerors must maintain active SAM registration, provide representations on tax liability and cybersecurity compliance, and submit detailed technical documentation including personnel lists, weld certifications, QC contact accessibility, and preliminary inspection schedules. Subcontractors are considered key personnel and require approval for any substitution. The procurement, issued as a Request for Quotations (RFQ 70Z08026QPBPL0039), requires contractors to perform a comprehensive range of vessel repairs including renewing the transducer fairing per specific Coast Guard drawings, maintaining the sea water system by renewing valves and inspecting steel riser pipes, cleaning the grey water piping, modifying the boat winch foundation with stainless steel inserts, and supporting sea trials. All work must comply with SFLC Standard Specifications 0000, 6310, and 5550, along with CFR 1915 Subpart P fire safety requirements, and contractors must submit redline drawings reflecting discrepancies and QA inspection forms for critical-coated surfaces. The contract includes specific insurance mandates—Ship Repairer’s Liability, Comprehensive General Liability, Longshoremen’s and Harbor Workers’ Act, and Workers’ Compensation—all at minimum coverage levels and requiring explicit naming of the vessel and contract number. Contractors must identify key personnel per SFLC Std Spec 8634, submit a fire safety plan if using their own facility, and provide detailed documentation of past performance and technical capability demonstrating experience with DoD and USCG surface vessel repairs. The evaluation process prioritizes technical capability and past performance as significantly more important than price, with price considered only as a tiebreaker when proposals are substantially equal. Proposed labor and material rates for open and inspect repairs will be used during future change negotiations. The total evaluated price is calculated by summing all CLINs in the submitted schedule, and unit prices must be in U.S. dollars; blank or non-dollar quotes are unacceptable. Payment is contingent on Government acceptance and must be submitted via the Invoice Processing Platform, with compliance to the Prompt Payment Act. Amendments 0001 through 0004 are integral to the solicitation. Submission requires a signed cover letter on company letterhead, UEI and CAGE code, EFT information if applicable, and a formal statement affirming agreement with all solicitation terms. Offers must be received via email by the deadline and remain firm
