The Military Sealift Command (MSC) required a Mid-Term Availability (MTA) for the USNS BIG HORN (T-AO 198), a 20,706-ton vessel, commencing around January 1, 2019, for a duration of fifty calendar days. Solicited under number N3220518R4002 as a 100 percent small business set-aside, the project focused on comprehensive maintenance and repairs to be performed at facilities on the East or Gulf Coasts. Major work items included main engine 12K hour overhauls, SSDG 60,000 hour overhauls, cargo tank preservation, miscellaneous steel and tank repairs, and the replacement of the JP-5 contaminate tank deck. The scope also encompassed specialized tasks such as vacuum sewage system cleaning, winch control booth refurbishment, and the recertification of firefighting and SCBA equipment. The contract utilized a Firm Fixed Price structure for Category A work items, with optional Category B items covering physical security and additional steel replacement. Extensive administrative and technical requirements were mandated through a series of Contract Data Requirements Lists (CDRLs), which required the contractor to provide project planning, weight and moment reports, hazardous waste disposal documentation, and detailed safety and security plans. To ensure quality and compliance, the government required the use of Original Equipment Manufacturer (OEM) authorized facilities for critical systems and implemented a rigorous process for specification clarifications and technical data exchange via AMRDEC.
