Military Sealift Command Norfolk issued solicitation N32205-17-R-4008 for the Mid-Term Availability of the USNS Henry J. Kaiser (T-AO 187), a vessel measuring 677 feet in length with a 98-foot beam. The project was scheduled to commence around January 8, 2018, with a duration of 42 calendar days. Major work items include annual fire fighting inspection and certification, main engine coupling and clutch overhauls, port and starboard PTO coupling overhauls, and blasting and painting of ballast tanks. While the requirement was solicited as a full and open competition, certain work items involving main engines, propulsion, and navigation systems required OEM-authorized parts and services for safety and warranty reasons. Contract administration includes rigorous data delivery requirements via multiple Contract Data Requirements Lists, including project planning, monitoring, and weekly progress reports. Offerors were required to provide past performance data and, where applicable, small business subcontracting plans. The procurement process involved several amendments and numerous specification clarifications to resolve discrepancies regarding government-furnished materials, missing NAVSEA drawings, and specific equipment quantities.
