Solicitation N32205-16-R-4009 is for the Mid-Term Availability (MTA) of the USNS RAPPAHANNOCK (T-AO 204), managed by the Military Sealift Fleet Support Command in Norfolk, Virginia. The scope of work encompasses comprehensive ship repair and overhaul services, including hull structures, main propulsion, electrical systems, communication and navigation aids, auxiliary machinery, habitability, HVAC, and UNREP equipment. Specific technical tasks include refurbishing hauling winch assemblies, upgrading MSD controllers, overhauling switchboard breakers, and performing 70,000-hour maintenance on the No. 4 SSDG. Due to the critical nature of certain ship systems, such as the gyro systems and main engines, the contract utilizes a Justification and Approval for other than full and open competition to ensure the use of OEM-authorized representatives and parts.
The procurement process involved multiple amendments to extend deadlines and clarify technical specifications, with many requested drawings and references provided via AMRDEC. Pricing is structured through Category A and Category B schedules, covering labor, materials, and subcontractor costs, with additional considerations for West Coast interport differentials. Offerors are required to submit a Non-Disclosure Agreement for government technical data, a small business subcontracting plan, and detailed past performance data. The contract also includes a comprehensive Contract Data Requirements List for deliverables and a detailed list of government-furnished property to be used during the performance of the work.
