AI Contract Overview
The Naval Sea Systems Command (NAVSEA) has issued solicitation N00024-26-R-4420 seeking a highly qualified contractor to perform the Fiscal Year 2026 Docking Selected Restricted Availability (DSRA) for the USS AUGUSTA (LCS 34). This work encompasses extensive maintenance, modernization, and repair activities requiring a contractor with substantial facilities, including an appropriate pier capable of accommodating the ship, and the human resources adequate to manage, coordinate, and integrate multiple ship maintenance and modernization tasks. The solicitation is released on a coast-wide basis, specifically targeting the West Coast, with the expectation that one contractor will be awarded a single contract due to the complexity and scale of the project. Market research determined that this acquisition will not be set aside for small businesses given the specialized capabilities required. The solicitation is issued electronically through the Procurement Integrated Enterprise Environment (PIEE), and interested offerors must be registered in the System for Award Management (SAM) to participate, with proposals due by January 9, 2026. The Government anticipates awarding the contract around May 2026, with the work to be completed by August 6, 2027, and all deliveries and acceptance occurring at the Southwest Regional Maintenance Center in San Diego, California. The contract includes detailed work scopes, specifications, and extensive attachments covering work item plans, drawings, execution milestones, pricing schedules, and quality assurance surveillance plans. Evaluation will be based on a trade-off source selection process prioritizing best value over lowest price. Non-price factors such as technical eligibility, manpower capacity, small business participation, schedule execution approach, and past performance carry significantly more weight than price, with technical eligibility and past performance serving as pass/fail screens. A broad array of standard FAR clauses apply, especially those governing ethics, security, and reporting, while NAVSEA-specific provisions impose strict Organizational Conflict of Interest (OCI) disclosure and mitigation requirements. The contract also mandates meticulous packaging and marking standards in line with military and ISO regulations including MIL-STD-129R and MIL-STD-130, with inspection and acceptance conducted by the Government at destination. Proposals are to be submitted in two distinct volumes—price and technical—with strict formatting and submission guidelines, and comprehensive data reporting and quality standards adherence are required throughout performance. Special contract features include detailed subcontracting plans and extensive Government Furnished Material coordination, emphasizing the integration of logistics, quality management, and risk mitigation to support sustained operational readiness of the USS AUGUSTA.
