This Presolicitation seeks to determine sources capable of supporting the upcoming Drydocking Phased Maintenance Availability (DPMA) onboard USS SHAMAL (PC 13) to include performance of dry-docking and pier-side maintenance, repair, and alterations with the start of the contract anticipated to begin in September 2017. Solicitation will be available on or about 21 July 2017. Offerors are restricted to holders of a Master Ship Repair Agreement (MSRA). Work item #110-21-001, Title: Side Shell Plating; repair will be included in the work specificiation package, the Government has estimated this work item at $146,065.00. Market Research was conducted from 17 February 2017 to 01 March 2017 and this solicitation will not be set aside for small business. The solicitation is full and open. This is neither a solicitation nor request for proposal. It does not obligate the Government to any contract award. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611. Contractors are required to hold, or meet the eligibility requirements to hold, a Master Ship Repair Agreement (MSRA) by the start of the contract. Contractors are required to have a facility capable of berthing PC class vessel. The place of performance includes locations no more than 650 miles from Mayport, Florida homeport area and meet all water depth and access requirements as defined by FY-17 NAVSEA Standard Item 009-101. The facility must be available for use from September 2017 to March 2018. Contractors are required to own a dry dock capable of docking a PC class vessel or a have a letter of commitment from the owner of a facility capable of docking a PC that is certified to MIL-STD-1625D(SH) or capable of being certified to MIL-STD-1625D(SH) no later than thirty days prior to the start of the contract.
