Full Description

The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 6.302-1. The Government intends to solicit and negotiate with General Dynamics on a sole source basis. Interested persons may identify their interest and capability to respond to the requirement. The KG-175s are the only product that can be purchased, since they are the only devices compatible with the GEM X Manager Software and replacing the entire software creates unacceptable risks. Per NSA policy, we can only purchase from the NSA or the OEM (in this case General Dynamics (GD). GD is the only source that can provide this devices that are required. This notice of intent is not a request for competitive proposals. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The anticipated date of award is 31 August 2017. A determination by the Government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government.
