NASA's Kennedy Space Center is seeking to acquire the final design, documentation, and fabrication of the Utah Reusable Root Module (URRM), a flight-ready, reusable space crop rooting module intended for integration into NASA's Ohalo III test rig on the International Space Station. The URRM is designed to demonstrate continuous crop production in space, supporting NASA's long-term space exploration goals. The contract will be awarded on a sole-source basis to Utah State University (USU), which initially developed the technology under a NASA research grant. USU's specialized skills, knowledge, and expertise in this technology make them uniquely qualified to complete the final design, fabrication, and delivery of the hardware, and no other vendors are considered capable of fulfilling this requirement. Interested organizations are invited to submit their capabilities and qualifications electronically by February 25, 2025, to Tammy Clark at NASA. The evaluation of submissions will determine whether the government proceeds with a competitive process or awards the contract solely to USU. This procurement is conducted under FAR 6.302-1, emphasizing sole-source acquisition, and the government retains discretion in its decision-making. The contract emphasizes that the URRM technology was developed specifically by USU and cannot be sourced from other vendors, and the government does not intend to acquire commercial products or services for this effort. The procurement process includes oversight by a NASA ombudsman, with further details available through the provided contact and link.
