The Joint Directed Energy Transition Office (JDETO) is part of the Office of the Under Secretary of Defense for Research and Engineering, Office of the Assistant Secretary of Defense for Critical Technologies. In accordance with the Department of Defense (Department) Directed Energy (DE) Roadmap and other strategic guidance, the JDETO executes a science and technology (S&T) investment portfolio in DE to impact multiple directed energy weapon systems (DEWS) and multiple military missions while complementing specific military service needs. The JDETO's S&T investments focus heavily on near-term transition opportunities (at the component, sub-system, and system levels) to accelerate the fielding of DEWS. JDETO investments in advanced components will unlock the potential of DEWS as part of integrated air and missile defense. Certain missions require advances in technical capabilities, producibility, and/or affordability of key components. Once these component advances are made, the high magazine depth, low cost per shot, speed-of-light time-to-target, and other benefits of DEWS will enhance mission effectiveness by increasing the number of incoming threats that can be defeated within allowable time periods, costs, and logistical burdens. The specific component for this Area of Interest is a DEWS common component camera (CC-CAM) prototype under the authority in 10 United States Code 4022. The CC-CAM captures images and/or data from targets at long range. It enables several critical functions for DEWS, including target acquisition, tracking, and beam control. See attached Area of Interest for additional information.

Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)
Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule. Award decisions will be based on Best Value, considering technical merit, cost, and the potential benefits to the Government.
