AI Contract Overview
The UTE Look Tower reroofing project on the Ashley National Forest in Daggett County, Utah, involves the complete replacement of the historic structure’s existing cedar wood shingle roofing system with a synthetic cedar shingle system compliant with Specification Section 073129, including matching synthetic ridge caps and all necessary underlayment, flashing, and fasteners. The work requires removal and disposal of the old roofing, retention of the existing plywood sheathing, and removal and reinstallation of the entire lightning protection system along with all associated clamps, cables, and appurtenances. A custom-fabricated matching stove pipe sleeved flashing piece must be installed to accommodate the existing salvaged stove pipe, with all metal components specified as galvanized steel in a mill finish with no sheen. All materials must meet industry standards including ASTM and UL requirements for fire resistance, fastener galvanization, and underlayment performance, and must be stored and handled under strict environmental controls to prevent damage from moisture, UV exposure, and temperature extremes. The project is a Firm-Fixed-Price Invitation for Bid with a 91-day performance period from September 1 to November 30, 2026, and is administered under FOB Destination terms, meaning risk and title transfer upon delivery at the site. This is a Total Small Business Set-Aside under NAICS code 238160 and is evaluated under the Lowest Price, Technically Acceptable (LPTA) method, requiring offerors to demonstrate verifiable experience installing both traditional cedar and synthetic cedar shingle systems, as well as proven capability in using telescopic boom lifts and performing work at high, remote elevations. Technical acceptability is mandatory and includes submission of past project references, a detailed approach to working at height, and compliance with stringent safety, environmental, and regulatory standards including ANSI A10.6 and NFPA 241. Offerors must also affirm compliance with federal anti-discrimination laws and certify that their DEI practices do not violate Title VI or VII of the Civil Rights Act. Performance and payment bonds are required, alongside adherence to the Buy American provisions for construction materials and the prevailing wage requirements under the Davis-Bacon Act. Proposals must be submitted in sealed envelopes by 5:00 PM Mountain Time on August 14, 2026, to the specified USDA office, with no electronic submission pathway mandated for the primary offer, though inquiries may be sent via email.
