Utilities Department Plumbing Services

The City of Corona Utilities Department is soliciting proposals under RFP No. 27-010SB for as-needed general plumbing services, including maintenance, installation, and replacement across commercial, industrial, and residential systems. The scope of work covers specialized tasks such as drain and sewer cleaning, jetting, video inspection, smoke leak detection, natural gas piping, and trenchless line repair. The contract is scheduled to begin around February 3, 2027, and run through June 30, 2028, with two optional extension periods through June 30, 2030, and June 30, 2032. To ensure operational readiness, the contractor must maintain a minimum of four field plumbers and adhere to strict response times: non-emergency requests must be acknowledged within one hour and addressed on-site within 24 hours, while emergency requests require acknowledgment within 15 minutes and on-site arrival within one hour. Award selection is based on a point system evaluating the work plan, company qualifications, and a comprehensive interview process. Qualified bidders must hold a valid C-36 Plumbing Contractor license and comply with California prevailing wage laws and OSHA safety requirements. Financial terms include Net 30 day payments, and contractors must provide a 100 percent payment bond for individual projects exceeding 25,000 dollars, as well as performance bonds when requested.
