The Department of Veterans Affairs Great Lakes Acquisition Center plans to award a six-month sole source contract to Vandenberg Ambulance Services to provide advanced and basic life support ambulance services for the Edward Hines Jr. VA Medical Center. This interim contract is authorized under unusual and compelling urgency rules, allowing continuation of vital ambulance services while a longer-term competitive acquisition is conducted. The contractor will supply all necessary labor, equipment, and materials to support transport needs including emergency advanced life support, medical intensive care support, respiratory ventilator transfers, and routine transfers between various VA facilities, hospitals, and related locations. Ambulance crews must meet stringent training and certification requirements, including EMT training per Department of Health and Human Services standards and licensing according to applicable state and local regulations. Ambulance response is required within 15 minutes of a call, and background checks for contractor personnel are mandatory before starting work. The justification for a sole source interim contract centers on the critical nature of these ambulance services to the VA Medical Center’s operations and patient safety. Transitioning to a new vendor without an interim period could cause operational disruptions and pose potential risks to patient care. The government anticipates that developing and awarding a competitive long-term contract, along with smoothly transitioning services, will take approximately six months. During this timeframe, the incumbent contractor, Blackhawk Medical Transportation Inc. dba Vandenberg Ambulance, will continue providing services to ensure no lapse in coverage. Interested parties are invited to submit their qualifications by January 6, 2012, but the government reserves the right to proceed without competition depending on responses. This approach aims to maintain uninterrupted, high-quality ambulance support while allowing adequate time for a thorough competitive sourcing process.

To prevent disruption of the current service, a short-term sole source to the incumbent Blackhawk Medical Transportation Inc. dba Vandenberg Ambulance is required until a long-term contract is put into place, pursuant to acquisition regulations. Other persons may identify their interest and capability to respond to this requirement by January 6, 2012. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement by January 11, 2012; these will be evaluated by the government. A determination by the government not to open the interim requirement to competition based upon responses to this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation documents are available and no telephone request will be honored.
