V212--Special Mode Transportation Services Clement J Zablocki VAMC and area VA and non-VA facilities

The Department of Veterans Affairs is seeking qualified vendors to provide non-emergency wheelchair and sedan transportation services for the Clement J. Zablocki VA Medical Center and its network of Community-Based Outpatient Clinics and affiliated healthcare facilities across Wisconsin, Michigan, and Illinois, with occasional service extending into the Upper Peninsula of Michigan, eastern Minnesota, and northern Illinois. The contractor must operate 24 hours a day, seven days a week, including weekends and holidays, to support an estimated 70,000 wheelchair van trips and 18,000 sedan trips annually. Vehicles must meet stringent safety standards, including DOT-compliant lifts or ramps with an 800-pound capacity, fully functional seat belts, certified fire extinguishers, operable two-way radio or cellular communication systems, and GPS tracking capable of exporting mileage and wait time data for VA verification. All vehicles must be maintained in clean, safe condition with no leaks, vermin, or obstructions to vision, and must display assigned identification numbers and VA contractor badges. Drivers must be fluent in English, hold applicable state and federal licenses, wear approved uniforms with VA-issued ID badges, undergo a Special Agreement Check with annual fingerprinting at the Milwaukee VAMC, and cannot have felony convictions within the past five years. The contractor must have representatives available 24/7 for operational coordination and maintain a fleet with specified numbers of rear-loaded and side-loaded wheelchair vans and sedans, along with documented driver employment numbers and experience in medical transportation.
