The U.S. Army Robert Morris Acquisition Center plans to award a single firm-fixed price purchase order to Fres-co System USA, Inc. for a Semi-automatic Vacuum Packaging Machine, Model GL-9, using simplified acquisition procedures and on a sole-source basis due to the lack of other suppliers capable of meeting the agency’s specific requirements. This machine is intended to duplicate one the government already owns under a previous contract, facilitating research and development by providing consistency in packaging materials and construction as part of the ration improvement program. The procurement is justified under FAR Subpart 6.302-1(b) for other than full and open competition, acknowledging no alternative vendors for this specialized equipment. The contract announcement, issued by the Department of Defense office in Natick, Massachusetts, does not include a solicitation document, and interested parties were directed to submit inquiries to Ms. Michelle Miller by June 14, 2002. The purchase aims to support ongoing efforts to improve military ration packaging through controlled testing environments enabled by duplicating the existing packaging machinery.
