Vandenberg Village Pavement Preservation Project (CAPM)

The Vandenberg Village Pavement Preservation Project (CAPM), managed by Caltrans District 5 under solicitation 05-1N890, focuses on the rehabilitation of approximately 27 lane miles of pavement on State Route 1 in Santa Barbara County, specifically from post mile 23.000 to 29.891. The scope of work includes the application of Rubberized Hot Mix Overlay, cold planing, shoulder widening and backing, drainage restoration, and guardrail upgrades. Additionally, the project will implement bicycle conflict markings and the rehabilitation of 21 curb ramps to ensure ADA compliance. Construction is anticipated to take place between the summer and winter of 2027, with an estimated duration of 170 to 200 working days. The project is governed by a Mitigated Negative Declaration under CEQA, ensuring that no significant environmental effects will occur provided that specific mitigation measures are followed. Key regulatory requirements include adherence to the Caltrans 2023 Standard Specifications for emissions reduction, air pollution control, solid waste disposal, and temporary traffic control. Necessary permits to be obtained before construction include a Nationwide Permit from the U.S. Army Corps of Engineers, a Streambed Alteration Agreement from the California Department of Fish and Wildlife, and Water Quality Certification from the Regional Water Quality Control Board. A comprehensive Transportation Management Plan and a Mitigation and Monitoring Plan will be developed during the design phase to manage traffic and protect jurisdictional waters and riparian habitats.
