NOTICE OF INTENT The Internal Revenue Service (IRS), on behalf of the Department of Treasury, Library Services, intends to award a sole source order to West Publishing Corporation for miscellaneous publications (See Attached Publication Listing). The Department of the Treasury, Office of General Counsel, and Executive Office for Asset Forfeiture utilizes the U.S. Code Annotated, Federal Civil Judicial Procedures Rules, CD-ROM USCA Law Desk subscriptions, and the Federal Criminal Code and Rules services for researching federal legal issues and verifying federal legal references. These offices will be able to use these publications as a cross reference tool to related statutory sections, history noted, and library references. West provides over 66 million legal books and 500 CD libraries annually. Treasury's Departmental Offices (DO) shall receive updates of new legislation, annotations, all titles of USCA volumes and pocket parts, U.S. Constitutions, selected Code of Federal Regulations, court rules, Popular Name Table, comprehensive notes of decisions, legislative history notes, and West topic and key number references. Also, DO shall receive full text of basic federal securities laws, a guide clarifies what insider trading is and its consequences, and annotated set of DC laws & acts from the latest council period that are used heavily. The vendor combines industry expertise with innovative technology to deliver critical information to leading decision makers in the financial, legal, tax and accounting, scientific, and media markets. It has been providing research materials to the legal and professional communities for more than 130 years. Also, it is the foremost provider of integrated information solution to the U.S. legal market. The authority permitting a sole source acquisition is FAR 13.106-1(b)(1), Only One Responsible Source. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than August 21, 2014, 9:00 AM EST. Responses shall be submitted to Debra.J.Wright@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific service(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and 5. A description of the supply/service(s) and its overall capabilities It is your responsibility to demonstrate how your service(s) is capable of providing the same functionality that exists with West Publishing Corporation mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a service capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
