Solicitation # BPM059336
The Town of Port Deposit, Maryland, in coordination with WILMAPCO, is seeking a multidisciplinary planning and engineering consultant team for the Susquehanna River Road Corridor Safety, Shared-Use Path and Quarry Park Access Improvements project. The scope of work involves establishing a context-sensitive safety strategy using the Safe System Approach, determining safe multi-modal access to the planned Hopkins Quarry Park, and evaluating and designing a shared-use path from Granite Avenue to Octoraro Park. The primary objective is the delivery of an actionable 30 percent design and basis-of-design package, with the potential for future Plans, Specifications and Estimates if funding permits. This is a qualifications-based selection process conducted in accordance with the Brooks Act and 23 U.S.C. 1122. Proposals are evaluated based on the proposed team and key staff, project understanding and approach, and related project experience, with each criterion weighted equally. Interested firms must submit a technical proposal of no more than 25 pages by November 16, 2026. Attendance at the pre-proposal meeting on October 28, 2026, at 11:30 AM is mandatory for all submitting firms. While the Disadvantaged Business Enterprise contract goal for Phase I is zero percent, all nondiscrimination and reporting obligations remain in effect. AI Contract Overview

The contract seeks proposals from qualified firms to conduct a thorough evaluation of the existing Vasona Corridor signal system used in VTA’s light rail operations and to deliver complete engineering design services for upgrading this system. The current setup employs AFTAC II train detection alongside Electrocode DC fixed block systems, all managed by the VHLC microprocessor. This system also controls the US&S gate mechanisms at highway-rail grade crossings shared with Union Pacific freight trains. The firm must consider upcoming independent signal modifications on other parts of the VTA system and incorporate assumptions regarding future light rail car specifications, including new onboard technologies for positive train control, differing car lengths, and braking distances. Ongoing upgrades elsewhere, such as the transition from HXP-3R to Alstom XP4 train predictors on the Vasona corridor and an overhaul of the VHLC system on the Guadalupe Southline, are relevant to this project’s context. The awarded firm will be responsible for producing comprehensive Plans, Specifications, and Estimates (PS&E) and providing support throughout the bidding and construction phases of the project. The solicitation, titled "VASONA SIGNAL CIRCUIT REPLACEMENT," is managed by the Engineering and Program Delivery office in California, with a submission deadline of June 23, 2026. Key points of contact include the Project Manager, Emily Chou, and Contracts Administrator, Chris Valle. The scope emphasizes integration with current and planned system upgrades, ensuring compatibility with evolving technology and operational requirements within the VTA network.

Full Description

VTA is soliciting proposals from qualified and experienced firms to perform a comprehensive assessment of the existing Vasona Corridor signal system and to provide full engineering design services for signal system upgrades. The existing signal system for light rail within the Vasona Corridor currently utilizes the AFTAC II train detection system and Electrocode DC systems with fixed blocks, managed by the Vital Harmon Logic Controller (VHLC) microprocessor system. The VHLC system also coordinates the US&S gate mechanisms for protecting the highway-rail grade crossings on the corridor, shared with Union Pacific Railroad (UPRR) freight trains. This design scope should account for the independent, upcoming signals changes on the rest of the VTA system. In completed designs by others, VTA is upgrading UPRR train predictor systems from obsolete HXP-3R to Alstom XP4 systems on Vasona corridor, and overhauling the VHLC microprocessor system with ElectroLogixs on Guadalupe Southline corridor. VTA is also exploring a new design for its future fleet of cars, which anticipates new onboard technologies for positive train control, and a different car length and braking distance. Assumptions on future car specifications should be documented throughout this assessment and design process. The selected firm will be responsible for preparing complete Plans, Specifications, and Estimates ("PS&E"), and for providing support services during the bidding and construction phases of the Project.

The Santa Clara Valley Transportation Authority is soliciting pre-qualifications for Contract C25134F, the Guadalupe Light Rail Vehicle Wash Improvements project. This initiative involves the removal and replacement of the existing light rail vehicle wash system at Building F of the Guadalupe Division with a new hybrid drive-through and gantry wash system. The comprehensive scope of work includes civil and trackwork, electrical upgrades, plumbing, the installation of industrial wash equipment with water reclamation and filtration, and the construction of a prefabricated canopy structure. The estimated construction cost for the project is between 4.5 million and 5.5 million dollars. To be eligible for the subsequent Invitation for Bid, firms must be approved through a rigorous pre-qualification process. Bidders are required to submit a Statement of Qualifications and a completed qualification questionnaire via the OpenGov portal by October 30, 2026, at 2:00 pm PT. Mandatory requirements include a California contractor's license with at least 10 years of experience as a Class A or B General Contractor, as well as registration with the California Department of Industrial Relations. Evaluation is based on essential requirements, organizational performance, and project experience, with specific minimum scoring thresholds and potential interviews required for qualification. Additional mandates include maintaining liability insurance of at least 1 million dollars per occurrence and 2 million dollars aggregate, and providing a notarized statement of sufficient bonding capacity from an admitted surety insurer. Because the work occurs in an active light rail environment and involves the agency's only wash facility, the selected contractor must adhere to strict safety procedures and coordinate closely with the authority to minimize operational disruptions.
