The government plans to award an indefinite delivery, indefinite quantity (IDIQ) contract to Energy Storage Technologies (EST), Inc., based in Dayton, Ohio, for the procurement of Vaxicool refrigeration units under the authority of 10 U.S.C. 2304(c)(1). EST is the developer of the Vaxicool system, which is a ruggedized, energy-efficient refrigeration unit designed specifically for Department of Defense (DOD) use. The Vaxicool operates using multiple power sources, including external cable power, internal battery power, and international power cords, making it versatile for global operations. A key patented component of the system is the Vacupanel, which is critical to its performance. Currently, the government owns 162 Vaxicool refrigeration units deployed worldwide to support vaccine distribution and collaborates with the CDC for vaccine transportation. Any new refrigeration units procured under this contract must be identical to those already owned by the DOD, and all components and upgrades must be compatible with the Vaxicool System. This ensures continuity and compatibility across existing vaccine refrigeration infrastructure. The contract was publicly posted on June 28, 2004, under the solicitation number USA-SNOTE-040628-001, aiming to maintain and expand the use of these critical refrigeration systems in support of public health and defense logistics.
