This Regional Individual Standing Offer for the Royal Canadian Mounted Police (RCMP) is for the provision of labour, certain materials and supervision necessary to install and remove police emergency equipment, safety equipment and radio/communication equipment on RCMP vehicles on an “as and when” requested basis in New Brunswick. The RCMP also requires the provision of a secure storage compound located on site of Contractor’s installation facility in New Brunswick that has the capacity to store a minimum of 100 RCMP vehicles at any one time. It is estimated that 150 vehicles will be equipped per 12-month period and that 150 vehicles will be de-equipped over the same period. One or more Regional Individual Standing Offer(s) may be issued as a result of this Request for Standing Offer. The standing offer(s) will be issued for a period of one year, with the option to extend the term of the Standing Offer for three 1-year option periods. If more than one standing offer is put in place, the work will be distributed first to the Standing Offer holder located the nearest distance to where the vehicle will be put in service, second would be to the second nearest, etc. If there is more than one standing offer holder within the same distance, distribution of work will take place on a rotational basis. Basis of selection: An offer must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The evaluation of Mandatory Technical Criteria will be conducted in phases: i. Phase I: Mandatory Technical Evaluation required at bid closing date and time ii. Phase II: Financial Evaluation iii. Phase III: Mandatory Technical Evaluation required before issuance of a standing offer Offers must be submitted to the RCMP Bid Receiving Unit at: ATL_Bid_Receiving@rcmp-grc.gc.ca Refer to the attached tender documents to obtain further information. Canada retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language of Canada. Canada will make available Notices of Proposed Procurement (NPP), bid solicitations and related documents for download through the Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/tender-opportunities . Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP, bid solicitation or related documentation would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using GETS. It is the sole responsibility of the Bidder to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Bidder's part nor for notification services offered by a third party. The RCMP has adopted the Ineligibility and Suspension Policy administered by Public Services and Procurement Canada. As a result, the supplier integrity and compliance provisions are being applied in RCMP contracting activities as outlined in this solicitation. Reciprocal Procurement - Limited Supplier Eligibility Solicitation of Bid Submission Eligibility. This solicitation of bids is subject to the Policy on Reciprocal Procurement. This means that only Canadian Suppliers and Suppliers of an Applicable Trading Partner, as defined in the Annex Solicitation of Bids Definitions, are eligible for this solicitation of bids. Bids submitted by Suppliers of a Non-Trading Partner will be rejected.
