The Insurance Corporation of British Columbia (ICBC) hereby gives notice that it intends to direct award a contract to Accenture Inc with an address of Suite #2075 – 510 W Georgia St. Vancouver, BC V6B 0M3 Canada to provide Velocity Secure Cloud Foundation (SCF) subscription.This contract term is for 1 year. The value of this contract is estimated to be $205,000 plus applicable taxes.The Velocity SCF product provides a set of independently deployable components (known as “blocks”) that build and configure the required foundational plumbing to enable enterprise customers to securely consume and maintain cloud infrastructure and platforms services at scale from Amazon Web Services (AWS).Accenture was selected in 2021 as ICBC’s Cloud Adoption Partner, which included setting up an AWS Landing Zone in fiscal 2025. Accenture implemented its cloud landing zone accelerator tool (Velocity SCF) and provided ICBC a license during professional services delivery.ICBC must continue using Velocity SCF to ensure:Continuous adaptation to AWS Landing Zone changes Updated automation scripts for AWS feature enhancements Mandatory security patch complianceSwitching to an alternative accelerator tool before November 2026 would require significant re-engineering, retraining, and revalidation of security controls, causing severe interruptions to major in-flight projects.ICBC intends to issue a public procurement solicitation for the same or a similar tool/service by August 2026.Vendors wishing to object to this decision should send an email to Sourcing@ICBC.com by January 30, 2026 at 12:00 noon PT with specific reasons for their objection and citing “NOI 7881 Velocity” in the email message subject line. Vendor solutions and qualifications, compliance with B.C. laws and the ability to provide the same products or same level of service at a lower cost will be the key criteria with regard to the consideration of vendor’s objections.
