The City of Roseville is seeking proposals for upgrades to the Vernon Street Town Square Spray Ground, with submissions due by April 15, 2025. The project aims to improve the reliability and functionality of the existing spray feature, which is a popular attraction in the downtown Civic Center area. Key objectives include relocating the spray ground controller from its current underground location to an above-ground area near the restrooms, redesigning the surface to ensure stability and safety, replacing spray nozzles and controllers to enable a dynamic "dancing waters" display, and upgrading signage to meet health department standards. The current system, installed in 2013, faces frequent mechanical failures and requires complete shutdowns for repairs, as it lacks the ability to isolate individual components. The scope involves significant system modifications, including re-routing underground piping, installing new control systems, and redesigning the surface area to eliminate issues caused by the existing granite tile setup, which is prone to movement and gaps. The project is valued between $500,000 and $1,500,000 and is open to qualified contractors, with the City reserving the right to reject any proposals or waive irregularities. Interested parties can submit proposals electronically to the City Clerk, and further details are available through the provided online link. The project emphasizes enhancing the user experience, system reliability, and compliance with health and safety standards.

NOTICE IS HEREBY GIVEN that proposals for VERNON STREET TOWN SQUARE SPRAY GROUND UPGRADES will be received by the City of Roseville. Proposals will be accepted ONLY at the office of the City Clerk via electronic mail to contact@example.gov, until 3:00 p.m., April 15, 2025. Said proposals will be evaluated and results will be made public after completion of the negotiation process with the selected consultant. The City reserves the right to reject any or all proposals and to waive any informalities or irregularities in any proposal or in the proposal process. Background: The Vernon Street Town Square’s (VSTS) Spray Ground was constructed in 2013. The VSTS is the“front yard” of the City of Roseville’s Civic Center which includes City administration offices and the City Council Chambers. The VSTS is enjoyed by staff and residents. This public space serves as a venue for special events throughout the year attracting residents and visitors to spend time in our downtown area. The Spray Ground is a highlighted feature of the VSTS. The Spray Ground offers a place for children of all ages from May through October each year. During this timeframe, the Spray Ground often requires closure due to the unreliability of the mechanical system, mainly failures related to the automatic valves and controller. To further the issue, we are unable to isolate the valves to close off portions of the system to allow for repair work to be performed. As is, the entire system must be shut off to replace one component. The Spray Ground is a recirculating water system that operates similarly to a pool. The fountain features flush deck sprays that drain into a shallow below-grade pool and feeds into an underground balance sump. Underground piping connects the drain sump to an adjacent underground vault that houses the Spray Ground mechanical equipment. Underground piping connects the mechanical equipment to the chemical storage and feed equipment that is housed across the plaza, approximately 150 feet away, near the restrooms. The Spray Ground water is then pumped back under the plaza to the fountain. The original system was designed to be run by a controller that allows for the sequencing of spray jets for different display patterns. The goals of this renovation include: • Relocating the Spray Ground controller from the pump vault below ground to the restroom/trash compactor area above ground. Two empty 1” conduits have been previously installed from the vault to the structure. • Re-designing the Spray Ground surface with a stable surface material that doesn’t separate or bounce. The finished surface is currently a series of granite tiles set on an elevated steel grid suspended over 3 foot deep “pool”. The tiles move and leave gaps between one another. This pool drains into the underground vault and through the pump system. • Replace the spray nozzles and controller to achieve a “dancing waters” system. • Upgrade the rules sign associated with the Spray Ground and as required by the Health Department.
