Pearl Harbor Naval Shipyard & IMF hereby publicizes its intent to solicit a sole-source, firm-fixed-price contract for commercial services. In accordance with the Revolutionary FAR Overhaul (RFO), this action is executed under the authority of RFO 12.201-1 (Simplified Procedures for Commercial Products and Commercial Services) and is publicized in accordance with RFO 12.202(a) and RFO 5.101(a).

The Government requires commercial structural repairs and hardware replacement on a Vertical Reciprocating Conveyor (VRC) located on the Dry Dock at PHNSY & IMF. The proposed contract action intends to solicit from only one source. The Naval Sea Systems Command (NAVSEA) Technical Warrant Holder (TWH) has formally determined that only the Original Equipment Manufacturer (OEM) possesses the proprietary engineering data and specialized drawings required to provide repair services for this equipment. Ducworks is the original manufacturer who owns the proprietary design drawings for the damaged VRC, and is unable to share these drawings with other contractors.
