This procurement is a simplified acquisition under FAR Part 13 for a Fujifilm Visualsonics Vevo Imaging System VS-20076 and associated accessories, issued as a Request for Quotes (RFQ-NIAID-26-04446) by the National Institute of Allergy and Infectious Diseases at the National Institutes of Health. The requirement is for a high-resolution ultrasound system to enable precise, real-time visualization of mouse embryos during in utero injection procedures, critical for developmental biology, gene delivery, and disease modeling research. The solicitation specifies brand-name items including the Vevo imaging station, 57 MHz and 71 MHz transducers, 3D and Power Doppler software, Vevo Lab analysis tools, animal monitoring platforms for mice and rats, dual anesthesia systems, regulators, a 9 mm Bain circuit, introductory two-day training, system installation, and four years of standard protection service. Delivery is required at NIH Building 10 in Bethesda, Maryland, with an estimated 90-day lead time after award under FOB Destination terms. The acquisition is conducted under the NAICS code 334510 with a small business size standard of 1,250 employees but is not set aside for small businesses. Offers must comply with FAR Subpart 12.6 procedures and include representations and certifications through SAM.gov, including mandatory attestations regarding inverted domestic corporations, confidentiality agreements, and prohibited telecommunications equipment. Contractors must be registered in SAM and maintain active status through award and performance. Payment will be processed via the Treasury’s Invoice Processing Platform, with a copy sent to NHLBIContractsBranchB@mail.nih.gov. Evaluation will be based on technical capability, price, and delivery, with award made on a best-value trade-off basis, not lowest price technically acceptable. The deadline for submissions is June 5, 2026, at 5:00 PM EST, with offers to be emailed to Linda Smith and Jessica Emerson with the RFQ number in the subject line. No packaging, marking, or preservation specifications are provided beyond implicit expectations for shipping sensitive biomedical equipment, and no formal contracting officer or COR details are listed, though inspection and acceptance will occur on-site at the Bethesda facility.

This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-26- 04446 and the solicitation is issued as a Request for Quotes (RFQ).

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 dated May 22, 2024.

The North American Industry Classification System (NAICS) code for this procurement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing, with a small business size standard of 1,250 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside.

A high-resolution ultrasound imaging system is required to enable precise, real-time visualization of mouse embryos during in utero injection procedures. This capability is essential for accurate targeting of embryonic structures, improving procedural consistency, and increasing overall success rates. The system will support a range of applications including developmental biology studies, gene delivery, and disease modeling that depend on reliable embryonic manipulation.

Ultrasound guidance will reduce technical variability, minimize embryo loss, and allow confirmation of injection placement during procedures. The equipment is necessary to ensure efficient execution of ongoing and future research protocols that cannot be performed with sufficient accuracy using current methods.
