The United States Geological Survey (USGS), Office of Communications in Henderson, Nevada has a requirement for new video equipment for video production and editing purposes. The USGS intends to award a Brand Name purchase order for Sony Cameras, Decks, and various accessories in accordance with FAR13.106-1(b)(3). This video equipment includes a Sony PMW-350K 2/3" XDCAM EX, Sony EX3 XDCAM EX HD Camcorder, Sony PDW-HD 1500 XDCAM HD compact Deck, and various other accessories including batteries, chargers, SxS cards, adapters, tripods, etc. These Sony cameras and decks contain the salient characteristics required for USGS video productions. For example, the characteristics for the Sony PMW-350K include very low power consumption for field use, ergonomic, 2/3" Exmor full HD CMOS 1920x1080 sensors, a high definition lens and record in 1080P resolution to meet the highest broadcast specifications for broadcast in HD, sensitivity of F12, and SxS Cards. This camera records to a solid state memory card (SxS Cards) that can be read directly without any additional adapters by a MacBook Pro laptop, and has HDMI and HD SDI connectivity. Additionally, the Sony cameras and decks specified above (XDCam HD and HDV) match the decks being used at the USGS video archive in Denver, Colorado. It is essential that these two same decks be purchased so that video moving between the two offices (Henderson, NV and Denver, CO) can be viewed and duplicated and archived in the exact same manner to the exact same quality specifications, also to insure that products leaving the USGS to the media are of the same quality. Continuity throughout the USGS is crucial. The required specifications will be identified in the forthcoming solicitation and a formal solicitation is not available for release at this time. The solicitation will be available at the GPE on about 25 May 2010. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Government intends to award this requirement noncompetitively (Brand Name) in accordance with FAR 13.106-1(b)(1) and (3), and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(15)(i), other responsible sources that believe they can meet the requirements of the Sony items described above, may submit a capabilities statement no later than the closing date of this announcement which will be considered by the USGS. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
