AI Contract Overview
The contract pertains to the upgrade and restoration of Video Teleconferencing (VTC) systems at Cannon AFB, New Mexico, under solicitation FA485526Q0033, with a NAICS code of 334310 for Audio and Video Equipment Manufacturing and a total small business set-aside. The effort encompasses restoring the existing VTC system in Room 515, which suffers from connectivity issues due to damaged cabling and signal-path failures, and installing entirely new, fully functional VTC systems in Rooms 119 and 121 — which are separated by a partition but will operate as a single integrated system. The contractor is required to provide all labor, materials, equipment, and services needed to enable Government-owned laptops to connect via Microsoft Teams or other web-based platforms, ensuring full video, audio, and control functionality through the room’s display, camera, microphone, and speaker systems. The original question submission deadline was extended multiple times, with the final deadline set for 10 July 2026 at 11:59 a.m. MDT, and responses to questions were to be issued through amendments, culminating in the inclusion of all official responses by the final submission deadline. The quote submission deadline was ultimately extended to 7:00 a.m. MDT on 30 July 2026, and the Government has specified two acceptable pieces of equipment for the AFSOC SIPR VTC system: the Belkin F1DN002MOD-KM-4 KIVM switch and the Cisco Codec Pro G2. No site visit is planned, and offerors must base their proposals solely on the provided documentation, including the Performance Work Statements for each room, the VTC diagram, floor plans, and all issued amendments. Testing and acceptance require the contractor to demonstrate end-to-end functionality, including successful connection of a Government laptop to a live or simulated Microsoft Teams meeting, with confirmed video display, camera input, and bidirectional audio. All submissions must be sent via email to designated points of contact, and no formal packaging or marking requirements are specified. Although the solicitation references numerous attachments and clauses, the actual content of key documents such as the Clauses and Provisions, Evaluation Factors, and detailed Statements of Work could not be retrieved, implying reliance on the descriptions provided in the solicitation and accompanying amendments for understanding the full scope. DESCRIPTION OF SERVICES
The contractor shall provide all labor, materials, equipment, tools, materials, supervision, and services necessary to restore and upgrade the 27 SOSS Video Teleconference system to support Government provided bring-you-own-device (BYOD) laptop connectivity. The completed system shall allow users to connect a Government laptop and conduct video teleconference meetings using Microsoft Teams or other web-based collaboration platforms.
Room 515 VTC System
The existing VTC system includes installed display, camera, audio, and associated connectivity components. The Government has identified that one camera and one television display are not currently functioning as intended due to suspected connection or signal-path issues. The Government understands the physical devices are operational; however, the system does not correctly provide full end-to-end connectivity for video teleconference use. This may be due to wires on the floor around the podium being frayed and damaged due to individuals tripping and stepping on them.
The contractor shall troubleshoot, repair, configure, replace, or provide necessary connection hardware, adapters, converters, cabling, control interfaces, or similar components required to restore system functionality. The contractor shall ensure all connected VTC devices communicate properly and that the system supports laptop-based VTC operation.
Room 119 & 121 VTC System
Rooms 119 & 121 require new, complete, fully functional video teleconferencing systems. The contractor shall furnish and install all equipment, cabling, adapters, mounting hardware, configuration, programming, and incidental materials required to provide laptop-based Microsoft Teams VTC capability in each room. The completed system(s) shall allow Government users to connect a Government-furnished laptop to conduct video teleconference meetings using the room display, camera, microphone, and speaker system.
Room 119 and 121 have a partition separating the rooms but will operate as one VTC system.

Offerors may submit written questions by the solicitation questions deadline, NLT 10 July 2026, 11:59am MDT. The Government will provide responses through a solicitation amendment as an attachment labeled "Questions & Answers".

Offerors may submit written questions by the solicitation questions deadline. The Government will provide responses through a solicitation amendment, as applicable.
TESTING AND ACCEPTANCE
Prior to acceptance, the contractor shall demonstrate full functionality of the installed VTC system in each room. Testing shall include, at a minimum, connecting a Government-furnished laptop, joining a live or simulated Microsoft Teams meeting, displaying video to the room display system, receiving camera input from the room camera system, and verifying functional audio input/output between the room and the connected laptop.
The Government will consider the system acceptable when each room can successfully conduct a laptop-based VYC meeting with functional display, camera, microphone, and speaker capability, and when the installation is complete.
**Offerors shall review the PWS and all attachments for the complete requirement. The solicitation description is a summary only. If any inconsistency exists between the solicitation description and the PWS, the PWS shall contract unless otherwise stated by the Contracting Officer.
