Video Traffic Count Services

The City of Raleigh is seeking one or more qualified firms for a 24-month contract to provide video traffic count services. The primary objective is to convert City-collected video recordings from approximately 450 different locations into detailed traffic engineering reports. These reports must include turning movement counts with distinctions for vehicles, bicycles, and pedestrians, as well as classification studies and vehicle gap and delay data. The City expects a volume of two to five counts per week, with each recording lasting six hours, and requires a minimum accuracy rate of 95 percent for all deliverables. Proposals are due by October 1, 2026, and will be evaluated based on corporate background, financial stability, project understanding, approach, cost, and team experience. Awardees must comply with North Carolina state laws, including E-Verify and North Carolina State Auditor record requirements. The contract mandates comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, and Workers Compensation. All deliverables produced under this engagement are considered the sole property and confidential proprietary information of the City of Raleigh.
