The Naval Sea Systems Command, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Contracts Division Code 440, Everett Detachment intends to issue a noncompetitive indefinite delivery, indefinite quantity (IDIQ) contract to: Vigor Marine, LLC (Vigor) 5555 N Channel Ave Portland, OR, 97217 Award of an indefinite delivery, indefinite quantity (IDIQ) contract on a non-urgent, sole source basis for Vigor to provide the following support of surface combatant maintenance and repair: Dry dock for ship repair contractor use of the RESOLUTE (AFDM 10) at Vigor Marine, LLC, Seattle, WA, commercial shipyard. Use of AFDM 10 for the execution of U.S. Navy Dry Docking Selected Restricted Availabilities (DSRA) at Vigor's Seattle facility. Vigor Marine, LLC holds U.S. Navy lease N00024-05-L-4405 for AFDM 10. Facilities use of Vigor Marine, LLC, Seattle WA, by the selected prime contractor during execution of U.S. Navy Dry Docking Selected Restricted Availabilities (DSRA). Contract is to provide dry docking and facilities use at Vigor Marine, LLC's commercial shipyard located in Seattle, Washington. The contract will consist of on-site engineering and support related to docking and undocking a DDG-51 class destroyer; temporary services to support installation of the basic services back bone, crane and dock rigger service; utilities and waste disposal management to support the ship and berthing barge; security management; facilities management support. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. Inquiries will only be accepted via email to jason.herrera@navy.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
