Loyalist Township has issued Request for Proposals 2026-28 for the preliminary and detailed design of the Violet Road Reconstruction and Drainage Improvements project. The scope involves approximately 300 metres of Violet Road, from 50 metres south of the Wilton Creek crossing to Sharpe Road, and approximately 160 metres of Sharpe Road, including their intersection. The primary goal is to resolve chronic drainage deficiencies and ponding that have caused accelerated roadway deterioration. The successful consultant will be responsible for all field investigations, including legal surveys, geotechnical investigations, and hydraulic assessments, to develop cost-effective and sustainable engineering solutions suitable for tender. The contract will be based on the CCDC 31 Service Contract Between Owner and Consultant 2020, with an anticipated execution date of November 23, 2026. Proposals are due by November 6, 2026, and will be evaluated based on a total score combining pricing and non-price rated criteria, including firm experience with Ontario municipal infrastructure, project methodology, and the qualifications of key personnel. The top-ranked proponent will enter direct contract negotiations. Mandatory requirements include a completed submission form, a detailed time-task matrix, and a valid WSIB Clearance Certificate. All pricing must be all-inclusive, and the contract term will remain in effect until all deliverables are completed.

Full Description

This Request for Proposals (the “RFP”) is an invitation by Loyalist Township (the “Township”) to prospective proponents to submit proposals for Preliminary & Detailed Design for Violet Road Reconstruction & Drainage Improvements, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).The project limits include approximately 300 metres of Violet Road, extending from approximately 50 metres south of the Wilton Creek crossing (OSIM Structure No. 113 – Violet Road Bridge) north to Sharpe Road, as well as approximately 160 metres of Sharpe Road, extending from just east of civic address 1962 to just east of civic address 1670, including the Violet Road/Sharpe Road intersection.Violet Road is classified as a Class 5 rural roadway, has a posted speed limit of 60 km/h, and carries an average annual daily traffic (AADT) volume of approximately 140 vehicles per day (2023 traffic counts). Sharpe Road is also classified as a Class 5 roadway within the Hamlet of Violet; however, due to higher traffic volumes and operating speeds on adjacent sections, the Township maintains the full length of Sharpe Road to a Class 4 standard. Sharpe Road has a posted speed limit of 50 km/h and carries an AADT of approximately 405 vehicles per day (2023 traffic counts). The primary objective of the project is to address long-standing drainage deficiencies affecting the roadway. The existing road profile generally sits below the elevation of the surrounding lands, resulting in inadequate surface drainage, prolonged ponding, and accelerated deterioration of the roadway structure. The successful proponent will be expected to investigate the existing drainage conditions, evaluate feasible engineering solutions, and develop preliminary design alternatives that improve roadway drainage while minimizing impacts to adjacent properties, utilities, and the natural environment.Where practical, the proposed design shall maximize the use of existing drainage outlets and infrastructure while providing a cost-effective, sustainable, and maintainable long-term solution. The Consultant will be responsible for completing all necessary field investigations, surveys, geotechnical investigations, hydraulic and drainage assessments, stakeholder and agency consultation, and the preparation of preliminary and detailed design documents suitable for tender.

Surplus Land Sale – 231 Amherst Drive
Solicitation # 2026-22
Loyalist Township has issued Request for Proposals 2026-22 for the purchase and development of a 0.30-acre surplus land parcel located at 231 Amherst Drive in Amherstview, Ontario. The property is zoned as Residential Type 1 (Low Density Residential) and features 17.65 meters of frontage on Amherst Drive. Development of the site is subject to several critical constraints, including a Bell Canada easement along the street frontage and a 30-meter safety setback from the CNR mainline, which requires a 2.5-meter safety berm where feasible. Legal driveway access is strictly limited to the area between the Bell Canada easement and 9 meters west of the crosswalk. The procurement process follows a multi-stage evaluation consisting of mandatory submission requirements, rated criteria scored from 0 to 10, pricing, and final ranking and negotiations. Minimum bid prices are tiered based on the number of additional residential units proposed, ranging from 200,000 Canadian dollars for no additional units down to 162,500 Canadian dollars for three additional units. While the original submission deadline was October 28, 2026, Addendum 2 extended the bid submission deadline to November 4, 2026, with an anticipated ranking date of November 11, 2026. Proposals must be submitted via the Bids and Tenders platform and are governed by the laws of Ontario and Canada.
