The U.S. Army Corps of Engineers, Alaska District, is hosting a virtual Industry Day on June 30, 2026, to provide updates and gather industry input for the Fightertown Recapitalization (FTR) Program at Joint Base Elmendorf-Richardson, Alaska. This event is purely informational and not a solicitation, but it serves as a critical platform for industry stakeholders to understand the program’s scope, unique facility requirements, and innovative delivery methods. The program aims to deliver a nearly $7 billion campus-wide recapitalization of fighter operations, including new aircraft hangars, maintenance facilities, airfield infrastructure, munitions storage, petroleum operations, housing for airmen, and training centers—all designed to support modern fighter mission needs. The existing airfield cannot accommodate these requirements, necessitating expansion onto a new site with integrated support systems such as utilities, roadways, communication networks, and backup power. To enable innovation and reduce timelines, the program will utilize non-traditional acquisition authorities under the FY26 National Defense Authorization Act, including Other Transaction Authority and Progressive Design-Build, allowing industry to propose creative, efficient solutions without the constraints of conventional federal contracting. Attendance is open without registration, but firms are strongly encouraged to submit questions in advance and register to receive post-event materials, including presentation slides and a required questionnaire. Responses to the questionnaire will directly inform future solicitation development. The project is expected to evolve as design progresses, with the government retaining flexibility to modify or demolish existing structures and incorporate additional support facilities as needed to optimize mission readiness. All participation and feedback are vital to shaping how this major defense infrastructure initiative will be executed.

🏗️ Program Background & Scope

The recapitalization of fighter town at Joint Base Elmendorf-Richardson requires unique purpose-built facilities to meet the unique needs of the fighter mission and operations. This approximated $7B program takes a complete campus approach to recapitalizing the fighter area to ensure all required facilities will be available and synchronized with the mission-driven equipment procurement, personnel movement, and logistical chain needed.

Because existing airfield facilities are unable to support this effort, a new site has been selected to expand the current airfield to accommodate the program.

🏢 Proposed Campus Facilities & Infrastructure

The campus will include:

  • Aviation & Maintenance: Aircraft hangars, corrosion control facilities, squadron and other operations facilities, and maintenance shops dedicated to the inspection, testing, repair, and safe handling of aircraft and equipment.
  • Airfield Infrastructure: Airfield pavements including taxiways, aprons, shoulders, and specialized pads.
  • Operations & Support: A munitions complex for storage and maintenance, petroleum operations, and support facilities for visitor control, dining, shipping/receiving, supply/warehousing, and firefighting.
  • Personnel & Training: Housing for unaccompanied permanent party airmen, as well as training facilities for various mission- and support-related functions such as simulators, field training, small arms, and munitions.

💡Campus Adaptability Note: As the campus design develops, the Government may modify or demolish certain existing facilities if it is determined to be most advantageous to the Government.

🛠️ Comprehensive Supporting Facilities

To ensure complete and usable facilities, the project incorporates all necessary supporting infrastructure, including:

  • Site preparation, site improvements, roadways, parking, and sidewalks.
  • Extensive utilities such as electrical, water, HVAC, pumps, and lighting.
  • Modern communication systems and backup generators (authorized under Air Force Manual 32-1062).

⚠️Future Scope Adjustments: As the campus design develops, additional support facilities may be identified and incorporated into the project if determined to be most advantageous to the Government.

⚙️Innovative Acquisition Authorities:
This program intends to leverage the flexible authorities granted in the FY26 National Defense Authorization Act to take advantage of private sector innovative design and construction methods. It will use a combination of Other Transaction Authority (OTA), Progressive Design-Build (PDB), and other execution methods to innovate in delivery, reduce construction timelines, and lifecycle costs. OTA/PDB execution will capitalize on the construction industry's expertise and innovation while avoiding costly and time-consuming federal contracting regulatory burdens. The execution strategy is intentionally non-prescriptive to empower industry partners to innovate and propose the most effective technical solution to meet the defined needs.
