The Department of Defense, specifically Moody Air Force Base, is conducting a market research Sources Sought notice to identify potential contractors for a Virtual Suite upgrade involving the replacement of existing Cisco infrastructure. This project requires procuring and installing two new Cisco UCS-C220 M8S hyper-converged servers to replace two legacy servers and configuring a VMware vSAN storage layer across two buildings to establish a resilient, multi-site high-availability environment. The scope includes deploying the hardware, configuring VMware High Availability and vMotion for failover capabilities, ensuring compliance with Security Technical Implementation Guides (STIGs), providing on-the-job training to government personnel, and delivering detailed system documentation. The contract encompasses hardware acquisition, software licensing for three years, and professional engineering services to install and configure the system, with a lead time of 132 days for hardware delivery after order receipt. Contractors must support a sustainment life cycle through March 2029 with renewal options for software and maintenance. Security clearance at the Military Secret level is mandatory for technicians performing on-site work, and the government will supply necessary network connectivity between buildings. Respondents must provide company details, capability statements, relevant past performance, socio-economic status, and clearly reference the Sources Sought ID number FA483026Q0035 in their submission. Description:
Moody AFB is requesting a Virtual Suite upgrade on existing Cisco Infrastructure. The project transitions the environment from a standard host replacement to a multi-site high-availability architecture. The contractor shall deploy a VMware vSAN storage layer utilizing two (2) new Cisco UCS-C220 M8S servers across two separate buildings to provide resilient failover capability for workloads currently hosted on two (2) legacy Cisco UCS-C220 M6 servers. The contractor shall configure all applicable Security Technical Implementation Guides (STIGs), provide on-the-job training, document final system configurations, and ensure compliance with all standards outlined in the attached Statement of Work (SOW).
This is a new requirement. It is a complete replacement of an existing, non-compliant hardware and software platform.
1. Product: Procure and install two (2) servers and migrate services from the two (2) legacy servers. The requirement is for two (2) new Cisco UCS-C220-M8S hyper-converged servers, complete with the necessary CPU, memory, storage, and networking components as specified. The hardware (Cisco servers), software (Cisco Intersight, VMware), and integration services are all standard items available for sale, lease, or license to the general public. This also includes Cisco Intersight SaaS licensing for a three-year period.
2. Service: The requirement includes professional engineering services to install and configure the new hardware. This service entails:
- Deploying the two servers across two separate buildings.
- Configuring a VMware vSAN cluster to create a resilient, high-availability storage tier.
- Configuring VMware HA (High Availability) and vMotion to enable existing virtual machine workloads to automatically failover between the servers located in the separate buildings.
- Providing On-the-Job Training (OJT) to government personnel on the new system's configuration and management.
- Delivering comprehensive "As-Built" diagrams and configuration documentation.
3. Delivery Schedule: The hardware has a delivery lead time of 132 days After Receipt of Order (ARO). The installation and configuration services will be scheduled upon receipt of the hardware.
4. Sustainment Life Cycle: The provided quote includes software-as-a-service and support licensing through March 2029, establishing a clear initial sustainment period. Future requirements will involve renewing software, support, and maintenance agreements for the new platform.
5. Critical and Long Lead Items: The primary critical long-lead item is the server hardware, which has a quoted delivery time of 132 days ARO. This schedule must be incorporated into acquisition and project planning.
6. Security Clearance: The technician performing the on-site engineering services must possess and maintain an active Military Secret security classification.
7. Government Furnished Property/Information: The government is responsible for providing the required low-latency 10Gb/25Gb network connectivity between the two installation buildings.
8. Applicable Standards and Regulations:
Regulations: The solution must comply with all applicable DISA STIGs (Security Technical Implementation Guides) and DoD directives prohibiting the use of EOL software on government networks.
Industry Standards: The implementation should adhere to industry best practices for deploying and securing VMware vSAN stretched clusters.
9. Environmental Concerns: No unique environmental concerns beyond standard data center operations are identified. Disposal of equipment will follow standard regulations for electronic waste.
