AI Contract Overview
The Naval Surface Warfare Center Port Hueneme is seeking renewal of VMware vSphere software maintenance to ensure cybersecurity compliance, system sustainability, and uninterrupted support for its E30 RADAR SUPPORT SYSTEM, which is critical to the design, development, integration, testing, and delivery of tactical radar systems used by mission-critical warfighting units. The contract, solicited under N63394-26-SIMACQ-E30-0019, is for a firm fixed-price arrangement covering a one-year period from June 1, 2026, to May 31, 2027, with delivery and performance occurring at the Port Hueneme, California facility. The scope centers solely on the renewal of 320 annual VMware Cloud Foundation licenses, with pricing not disclosed in the solicitation, though failure to renew would severely compromise the cybersecurity posture of the RDT&E environment. The award will be made on a Lowest Priced, Technically Acceptable basis, prioritizing price above all other factors, provided the offeror demonstrates technical acceptability through valid product quotation and passes a simple pass/fail assessment of past performance. All deliverables must comply with stringent Department of Defense marking and logistics standards, including Unique Item Identifier (UII) labeling using Data Matrix symbols per MIL-STD-130 and ISO/IEC 16022, with shipment and packaging conforming to MIL-STD-129. The Government will inspect and accept deliverables at the destination under F.o.b. Destination terms, with acceptance responsibilities resting solely with the Government, specifically through the designated point of contact at Naval Surface Warfare Center PHD. Invoicing is strictly required through the Wide Area WorkFlow system using approved document types, and all contractors must maintain active SAM.gov registration, comply with payment and reporting requirements outlined in FAR and DFARS clauses, and adhere to prohibitions on sourcing from sanctioned regions and entities. Offerors must submit electronic quotes via SAM.gov in PDF format by April 29, 2026, and are required to provide valid CAGE codes, UEIs, and company size status, though no socioeconomic set-asides are indicated. Special requirements include adherence to cybersecurity, supply chain, and contractor ethics provisions embedded in multiple FAR and DFARS clauses, including provisions on executive compensation, whistleblower rights, and restrictions on telecommunications equipment and Xinjiang-derived goods. No contract options, key personnel requirements, or security clearance conditions are specified.
