AI Contract Overview
The Department of Health and Human Services, Indian Health Service, is procuring telecommunications services on a sole source basis from Sacred Wind Communications, LLC, located in New Mexico, to support critical operations at the Dzilth-Na-O-Dith-Hle Health Center. The services include Plain Old Telephone Service (POTs) lines, Primary Rate Interface Director Inward Outward Dialing (PRI DIOD) numbers, and Dedicated Internet Access with a minimum bandwidth of 250 Mbps, all essential for connectivity to Northern Navajo Medical Center’s RPMS/EHR, Dentrix, Radiology X-Ray, and ScriptPro systems. Sacred Wind is the only known local exchange carrier with the existing fiber and microwave infrastructure necessary to maintain continuous, high-availability service without disruption, and market research confirms no other provider can meet the technical, geographic, and operational requirements. The acquisition is being conducted under FAR Part 12 as a commercial item purchase and is exempt from full competition under FAR Part 6 due to the unique capabilities of the incumbent provider. The contract has a one-year period of performance from July 1, 2026, to June 30, 2027, and all services must be performed on-site at the DZHC in Bloomfield, New Mexico, with strict adherence to HIPAA and JCAHO standards for data privacy and system reliability. The Government requires 99.9% network uptime, immediate response to outages, and maintenance of existing service numbers and connectivity pathways. The procurement is structured under the Buy Indian Set-Aside (BICiv) program, although Sacred Wind is not certified as an Indian Economic Enterprise or Indian Small Business Economic Enterprise. Interested IEEs or ISBEEs are invited to submit capability statements by June 30, 2026, to determine if a competitive process may be warranted, though the Government retains full discretion to proceed with sole source award based on responses. All contractors must be registered in SAM.gov to be eligible for award, and submissions must reference solicitation number NOI-26-IHS1524163 and be sent via email to Contract Specialist John Otubu. Technical coordination for onsite work must be arranged through DZHC/MIS and FACILITY SUPPORT personnel, and all contractor personnel must comply with facility access protocols, including badge requirements and pre-authorization to enter the Main IDF closet. The acquisition emphasizes continuity of service, security compliance, and operational stability for patient care, with no formal evaluation
